Last year, the Tennessee Titans used the franchise tag on tight end Bo Scaife. This year, they won't. In large part because they don't have to. Thanks to the nuances of the uncapped year, Scaife is a restricted free agent, even though he would have been an unrestricted free agent in 2009 but for the use of the franchise tag. Jim Wyatt of the Tennessean reports that the Titans are expected to apply a restricted free agency tender to Scaife.
